A country's wings are usually the national bird. It is not uncommon, however, for the their wings to be of a bird that either is important/unique to the country, or one symbolising something in their history. (For example, Poland is a Mourning Dove in my version. Mourning doves are often hunted for fun, and you should know Poland's backstory by now.)
Wing size depends on the bird species and gender, not height like many think.
We can see this when we compare the wingspan of two countries with different species, let's do Ussr and Third Reich.

The raven wing is much longer than the owl wing, dispite Reich being much shorter, because snowy owls have short wings for agility, and ravens have massive soaring wings.
Now, let's compare two of the same bird, but different gender. Let's do Mexico and Germany. Both are Golden Eagles

Mexico is a female, so her wings are much larger than Germany's. She is also taller.
The mane of feathers on their back and shoulders is called a mantle, used to cover the base of the wings, and the shafts of the scapulars/tertials.
Wings sit lower on the back than arms, and closer together. They operate on their own shoulders and musculature as well.

When a kit is born, they have the first version of their flag as their fur color/pattern, for example America would have red and white tabby marks, with Britain's flag over his left ear.
As apprentices, when they go to the Moonstone/Moonpool, they speak to their ancestors and gain the second version of their flag (Unless the flag only has one version)
When they become a Warrior or Medicine Cat, they gain the third version of their flag.
