Well, Sealand and Wy did that... More than once. Sometimes, it was to sneak into an R-rated movie, others it was to sneak into the world meetings (in this scenario, they would pretend to be either Australia's, America's, or Sweden's secretary type thing, as those three are okay with the fact that two micronations were infiltrating world meetings).
