Wally is the nephew of Barry Allen and Iris West. Due to his strained relationship with his own parents, he tends to lean on them. He pretty much lived a normal life up until the incident. When he discovered Barry's secret, he begged his uncle to become his side kick. Wally wasn't deterred when Barry rejected the offer, recreating the accident that gave the man his powers. He blew up his garage and landed himself in the hospital, but he considered it well worth it when he discovered his own abilities. Wally later expects to join the Justice League like other sidekicks, but when that didn't happen he, Dick, and Kaldur went to investigate CADMUS where they discovered Conner. The rest, as you could say, is history.
