Backstory
Although she is Steve's twin, she went through different things than he did. She did have asthma problems, but she also had silent migraines. Both her and her brother wanted to fight in the war, but couldn't. When the opportunity came for the both of them, they took it with no question. Long story short, they both flew a plane into the ocean and woke up in 2011.
Liberty then created the A-Force to have a secondary team so the Avengers won't have to handle everything.

Backstory
She is from the '40s like Bucky and Steve. She was born with her healing powers and was Bucky's fiancé before her died. After the war, Peggy  approached her and they became friends. After HYDRA learned about her powers, they captured her. They experimented on her for years, using her to try and make the Winter Soldier program better. She was put in stasis when they weren't experimenting to keep her young. Liberty found her after she lead a team of S.H.I.E.L.D. agents into HYDRA to take them down.
