Occupation: Operates safehouse near the palace in the capital. Safehouse is disguised as a cafe.
Shingu: Storm Hero's Thunder - Fulmen. Intended to recreate and improve upon Adramalech, Fulgur was not entirely successful in that endeavor. What it lacks in strength, it makes up for in versatility and defense, however. Appears as bracers.
Other Weapons: Javelin, sword.
Outfit: Jeans, combat boots, green sweater, glasses
Backstory: Raised by General Budo as his successor, Theodore has a similar view towards the empire and Minister. Unlike his mentor, he decided to take a much more proactive approach to purifying the empire. Budo is not entirely happy about this, and see's his protege as a misguided soul at best, or a traitor at worst.
