Pennywise's first kills/lures were easy one, but as he got older it became more, and more challenging. When he had to start killing the targets by himself. His first target by himself was a success, but it was the easiest it can get. The family was so proud of him. Because it was his first kill, he got to eat the heart.
Pennywise was getting better at it, but he was still having troubles. He could only kill someone once a week, and that leaves everyone else more work. He didn't understand why he couldn't just do it like everyone else. He wanted to get better, so the day of his sister's turn she was trying to go after a group of kids and instead Pennywise did. When he got up to the kids he couldn't bring himself to do it for some reason...
