The Time Chamber

The year is 4000. Population is out of Control. Less resources and too much demand. Prices have skyrocketed and crime rate has increased multiple folds.
Amidst all that chaos, humans were able to finally invent the Time Machine. 
The biggest organization in the whole world was responsible for the creation of Time Machine.
The Organization is called "Digital International Research" (DIR), which receives funds from all over the world.
They had introduced an international tax system, which makes every country pay their share of tax to fund DIR and other than that every business has to pay a DIR tax, making DIR more than a big deal.
With that much fund they could pretty much do anything, their primary target is to solve global problems. Everyone in the world wanted to work for DIR and hence they were easily able to hire the best minds in the world to help make the world a better place.
The problem at hand was the growing population. They had asked geniuses in the DIR to brainstorm to find a solution but none could come up with something.
Hence they decided to bring in people who could think differently, someone with excellent imagination as we do need an idea to proceed to the next step even if the idea seem really difficult to implement.
Finally they got a wild suggestion from a teenager "Boris", a boy with a vivid imagination. 
"Let's build a Time Machine and send people to the past, that will surely solve the population problem in the world." Suggested Boris

"haha, good one Boris, you never say anything funny or smile, what happened today?" asked someone

"I'm serious about that" replied Boris
No one seemed to be interested in that idea. To have an idea be given consideration, at least 20% of the whole team must vote in favor of the idea but only 10% did.
The Jury was about to discard Boris' idea when one person raised her hand.
"Wait respected Jury, I want to say that out of all the ideas that we have listened to, which is already 80% of all the submitted ideas, Boris' idea is the only one that provides a complete solution for the overpopulation crisis, isn't that" said Flora

"I understand your point but that's clearly not an implementable solution. We do encourage everyone to give wildest ideas but we have to check for the chances of that actually being implemented and Time Machine is not something that can be invented." said a Jury member

"Respected Jury, I'm Flora, the same girl who had gotten popular for working with scientists at the age of 10 because of my desire to Time Travel. My mentor, Prof. Berg had been working on the Time Machine project for decades in DIR and he had extended the research that his mentor had done. What I'm going to say next is going to surprise you.  Prof. Berg had invented the machine and had needed 2 more months to actually be able to send something to the Past but because of another crisis, the funding to his project was stopped and was redirected to the "Global Ozone Layer" system and yet he invested his own money and after 4 months he did send an object to the past and retrieved the object in the present, which proved that Time Travel is possible." said Flora

"Is that so, still, that seems out of reach to us" replied the Jury

"Does DIR make things that are not out of reach? I can submit the details of the proof of the success of time travel experiment that Prof. Berg had done." Said Flora

"Ok, we'll have another session tomorrow. Do submit the proof and we will conclude." Said the Jury

So Flora spent the day in collecting every data that was required for her to prove her point and presented that to the Jury the next day.
The Jury analyzed the provided info with the help of other scientists and found that convincing and agreed to fund Boris and Flora.

Afterwards, she started to work on building a time machine with the help of the greatest minds in the world, which included Boris. Turned out that Boris had insane coding skills along with the vivid imagination of his. 
They faced many challenges and had to go on adventures to get a few things but that's a story for another time. So with the help of their genius mind and more than 100 years of research material of Dr. Berg, they finally did create the Time Machine.
Flora decided to send Guinea pigs, 2 years in the past, they had built a locked Chamber 2 years ago and had decided that if they are able to build the Time Machine, they will send the first person to the Chamber at 2pm on the 1st of May 3098,.
And when Flora had waited for a Guinea pig on that day, She didn't see any Guinea Pig in the Chamber and had gotten disappointed, feeling that her future self was going to fail, so she was paranoid whether the experiment would work.
They finally made all the adjustments and on 1st of May 4000, sent the Guinea Pig to 1st of May 3098.
Flora, Boris and the whole team waited for around an hour and all of a sudden they all started to smile, "

"Yes, I remember receiving the pig 2 years ago." happily said Flora

So that was clear, when something goes back in the past, that starts effecting the present world sooner or later.
Then they had to send a Human Being to the past and one person volunteered when offered a large amount of money. So they put the guy inside a Cylindrical shaped thing, which they had named "Time Chamber". The Time Chamber was kept inside a massive rectangular room.
Anything inside the Time Chamber can be sent to the past.
So they began the experiment. The person was sent 1 week back in time at 2pm, which they had planned a week ago.
Flora, Boris and the crew recalled for the first time, seeing a guy appear in the Time Chamber room a week ago.
They checked the video recording, which showed that they saw a bright light in the Time Chamber room and the guy was standing over there.
Then they checked the video recording of the interview that they had taken of the person.
They realized that the guy didn't remember any events that had happened after the time he reached in the past.
So that was like, if he was sent to the date 1st of June, 4000 from the date 8th of June, 4000, he couldn't remember anything that happened after 1st of June, which was a great thing because no one would have the unfair advantage of knowing about future events.

Hence the whole thing was a success but before making the time chamber available for the public, they did several other experiments, which took 2 years. They were almost ready to get the permission for using the Time Machine for public but still they were running behind schedule, so Boris gave another crazy idea "Why not send a time machine with all the paperwork and recordings and stuff back in time to be able to make the Time Machine be available for public use even early."
said Boris.

Took around a week for the idea to be approved and then around 10 time machines were sent back to the year 4000 on a specific date along with all of the copy of paperwork and digital information.
The Time Machines that were sent were the latest upgraded version. As a result, the present changed and they realized that they had started sending people back in time around an year ago. But they recalled that one unfortunate incident happened in the year 4000 after they sent the Machines.
In the wake of getting the Time Chamber ready early, they missed doing some experiments and attempted to send 10 people at once in a larger Time Chamber to save cost, but that caused the 10 human beings to merge and they couldn't survive.
Then the fmly members of those people made the incident public and there were riots on the streets, protesting against the use of Time Machine and lawsuits were filed against DIR, which made the management go crazy on Flora but she reassured them that Time Chamber can and will fix everything and then the Flora from October, 4001 sent a note to Flora from June, 4001, mentioning about the incident and not to attempt to send multiple people inside the same Time Chamber. Flora from June, 4001 stopped the attempt and rather built cylindrical isolation chambers to be put inside the big Time Chamber to send many people at once without causing any problem and that worked.
Back in the year 4002, the present, Flora received a note from Flora of the year 4006 that the whole thing is working very well and the first human being, who was send 1 week back in time is still healthy and no radiation has effected him.
That news delighted Flora and Boris, they demonstrated that and the video received from the future to the Jury who had assembled to audit the quality and risks. They were quite satisfied.
So that was October of 4002, when the Time Chamber was made a commercial thing but all under the full authority of DIR.
There were more intelligent people in the world who were hired and Flora's work was delegated to them as Flora couldn't be herself the in charge of thousands of Time Chamber facilities spread all across the world.
Around 40% of the entire people in the world were sent to the past, which made Earth free of overpopulation crisis.
A new type of tax was imposed internationally called as "TTT" tax, which stands for "Time Travelling Tax"
The Time Chamber could send people to the past but surely not the future. So the people in past can never inform the people in the future about anything. Which eventually caused a big problem.
