Personality: has a personality disorder due to A: being the son of two villains, and B: the abuse he's dealt with growing up. He can go from being very timid and shy to being crazy in 2 seconds. Though he normally only goes crazy if he's provoked.

How quirk works: it's sort of like Denki's electrification quirk, only the electricity Hikaru produces is blue, and doesn't make him short circut. And he has more control over his quirk.
Quirk drawbacks: overuse of his quirk may cause a bloody nose, or passing out.

Other: His mom and dad are both villains. When Hikaru got his quirk he told them he didn't wanna be a villain but a hero and OH BOY did things go south from there. His parents started abusing him and treating him like a mistake. He never let that stop him from doing what he wanted though. His quirk comes from his dad, they have the same quirk.
