What comes to mind: Vigilantes are everywhere, some just don't notice them. They're under your nose also saving people without a license to do so. Do hero/villain work on their own standards and no one else's. Sometimes the government calls upon them for extra help also.
Being a Preschool teacher (the reader) everything seems innocent about the teacher. She's loving, caring, and compassionate. So she wouldn't harm a soul... right? That's until she got a call from Japan that they need help from "Lollipop" a infamous Vigilante from America. That's not afraid to set the standards of her own work. However she can't blow her cover!

Quirk: None, she's quirkless. Basically became a vigilante because nobody believed she can do it.

They need help from reader because they need someone to infiltrate the LoV base. They're both pro hero's. So everyone knows who everyone is. But everyone in Japan has no idea who Lollipop is.
