A/N

I am not historically accurate at all, this is just for fun. I made a bunch of stuff up.

Then Republic came into the meeting hall, a stack of papers precariously balanced on one hand...and the first thing he heard was the insults his younger brother was muttering. "Don't use such bad language!" Republic yelled angrily, slamming his papers onto the nearest table. China jumped, not knowing that his older brother had heard what he said, then lowered his head, knowing that there was no escape, and that talking back would just make things worse. Many countries stared in confusion. After all, they didn't know what had been said to make Republic so angry at his younger brother. China quietly said, "I'm sorry. I shouldn't have said that, it was rude and disrespectful of me." Republic nodded and said, "Then go and apologize to America." China walked up to America and said, "Sorry for being disrespectful to you, Mr. America."

"Okay...apology acce-" America's sentence was cut short when the door opened loudly, and USSR walked in, two kids behind him. They were both around China's age, maybe a little younger, and they looked nearly identical, but for one of them having a seal on his flag. USSR sat down at one of the chairs at the meeting table and said, "I brought East and West Germany." The meeting room immediately broke into a heated argument about who should take care of the twins. America stood up and stated all the reasons that he should take care of the twins. Soon after, USSR also stood up and stated all the reasons why he should take care of the twins, and why America was unfit to take care of two young countries. Republic and China, who were sitting at the other end of the table, just sat and watched the heated argument. "Geez, I should be the one taking care of them, I'm just too far away from them to do so." Republic whispered to China, who was squirming uncomfortably in his seat. China realized that it hurt to sit. He shouldn't have been surprised after all the abuse from Japan Empire, he had bruises everywhere. But he hadn't realized it hurt this much.

And then he remembered something...

Flashback:

China stared blankly at the ground, rubbing one of his newer cuts. He had found a while ago that putting pressure on wounds would make them hurt less. Imperial Japan was reading battle reports, not really paying attention to what his favorite pet was doing. So, China decided that maybe he could sneak a look at the battle reports. It wouldn't be of much use, but he would be able to at least hear of his brother's condition. He hadn't heard anything of his older brother's condition. He didn't even know if Republic was still alive! So, China slowly leaned over Japan Empire's shoulder, catching a glimpse of the battle report. And then he accidentally brushed against Imperial Japan's shoulder. "Ohhh, so you're getting ideas?" Japan Empire slapped him, and went back reading the battle reports. The punishment was very light compared to what China had learned to expect whenever he did the smallest thing wrong. Even speaking too loudly would earn him a beating. That night, Japan Empire told him to wait on the bed. And then Japan Empire locked the door when he came in. And then he left an hour later. China cried for hours after that. It wasn't the last time, either.

China suddenly realized that he had been squirming so much that he was about to fall off of his seat. He quickly slid back onto the chair and wiped a tear from his eye, then spaced out again, as the meeting was still stuck in a state of arguing over who will take care of the German twins. China twirled a random pen between his fingers while the incessant sound of voices slowly faded into a calming static... He wasn't exactly asleep, but he might as well have been. Suddenly, China caught a movement next to him. It was Republic rolling up his sleeves, revealing the many scars that he had. But that wasn't important. If Republic was rolling up his sleeves, that meant that he had something important to say. China perked up, hoping that whatever his brother had to say would stop the argument. And it did. Republic stood up and loudly cleared his throat, somehow catching the whole meeting room's attention. "I think that instead of one country taking care of both the twins, USSR can take care of East Germany, and the rest of the Allies can take care of West Germany." Republic calmly said. Murmurs of agreement swept through the meeting. It was decided. The twins would have to be separated from each other.

The meeting went on for a while after that, mostly inconsequential topics being discussed: border technicalities and the like... Until Republic stood up again and pointedly said, "Sorry, but what are we going to do with Imperial Japan's daughter? She's very sick after America dropped two atomic bombs on her and her father." The meeting room broke into another argument until America said that he would be taking care of the young country. Then the meeting was dismissed. All of the countries got up from their seats, and China walked up to USSR, hoping that Republic wouldn't notice. "I think I found your ligh-" China was cut off as Republic quickly pulled him back and snapped, "Don't you dare lay a finger on my brother, commie!" at USSR, who watched as Republic dragged China away with a confused expression on his face. Republic and China left the meeting hall, cold air rushing through the heavy doors.

"What did I tell you about being around USSR?" Republic tiredly said to China, who looked at the ground and responded, "You told me to stay away from him, and to never talk to him..." Republic pinched his younger brother on the arm and pointedly said, "Yes, and you didn't stay away from him. You decided to talk to him. I know he's also on the Allies, but he just shouldn't be trusted. You could have gotten hurt. I don't want you to get hurt ever again, not after this war...not after what I did to Beiyang..." Republic mumbled the last part, not wanting his younger brother to hear. As they walked back to their house, Republic couldn't help thinking about what he did to his own older brother.

Flashback:

Republic stared at his older brother, Beiyang, the one who had actually overthrown their father. But Republic wouldn't stand for that. Beiyang didn't deserve it. Republic took out a revolver, and pointed it at Beiyang's head. "Please...you can't do this to your brother..." Beiyang whimpered as his younger brother ever so slowly pulled the trigger. "I'm sorry brother..." Republic whispered when he heard a single click, and the sound of the gunshot. Republic didn't know if what he did was right, all he knew was that he never wanted to do it again. He never wanted to have to hurt his brothers again. Or brother. Child mortality(murder). That left him China, and he would never let his younger brother go down the wrong paths of life. He had vowed to make sure that China would be better than him. But he was afraid what China would become if he was different.

Republic wiped a tear from his eye as he squeezed his younger brother's hand.

He would make sure China went down the right path.
