Kuwa was a blank canvas, an empty slot, a void that you can add to or change to your will.
She has no record, no residence, and no quirk registration, and that means if she was a target it would be hard to find her and they could easily underestimate her.
Her drive for knowledge and increased intelligence also ment that she could learn and adapt to her environment.
Then her quirk. It's the perfect spy, with some combat training she could easily takeover a whole underground operation. No one would expect a cat to be a spy, or maybe a bird, snake, etc.
Though we dont know that possibilities of her quirk. Can she become anything or is it confined to just animals? If only animals, is it all animals, including insects? Would mythological and prehistoric creatures work to?
I want to gain her trust for she is valuable and I dont know how she would react to difficult situations so being able to get close and observe her is the best option for now.
Scaring her off would be detrimental for possible future threats.
