Before caption America was free from the ice and civil war happend hydra told bucky and Kira to kill tonys parents which Tony does not know yet. Then its back to civil war where ice justice(Kira) and caption America(Steve) and the Avegners fight hydras crew which basically means that alot of people where hurt but not just hydra but the Avengers to but it was accident because wanda as scarlet witch uses her power as boms or explosions with red lights coming out of her hands. Well she accidently uses her powers and fires them at the building where people where still in and claims that its her fault.Agent ros had enough of this and talked to the Avengers about this and told them to sign the papers from arrest or to fight each other which Steve really, really didn't want to do.
