How they came to raise you, also I'm using the theory Dabi is the missing Todoroki sibling

Shigaraki

Tomura was just sat in the bar planning what to do, how to get rid of all might and things it was then kurogiri came in he said "what" kurogiri said "it seems someone has left this for you" he placed a box on the counter of the bar, Shigaraki opened it making sure not to use all of his fingers, his eyes widened seeing what was inside a baby he said "why the hell is a baby here!"

Kurogiri looked and pulled some paper out and read it aloud "to the guy with blue hair, this is your daughter I know sooner or later you'd find out and might take her from me, so I choose the sooner option of that than have you find out and take her from me after I've bonded with her, you likely don't remember me but I remember you this has killed me giving up my only and likely ever child, just please treat her well love her and maybe one day I'll see her again" there was no name, kurogiri turned the paper and said "no name but it seems you're a father" he clicked his tongue

Shigaraki looked at you his eyes not leaving you at all, you woke up letting a cute yawn go and looked around confused where was that lady from before, since you'd seen her briefly but she felt nice warm you whimpered wanting her, you didn't know this was your father or your mother had abandoned you in a sense, kurogiri picked you up you whimpered more scared at this new face he said "it seems they are only at most a day or two old, they still have their name tag on" Shigaraki looked kurogiri said "(name) that's what it says" Shigaraki said "just keep it no point in changing it"

You looked at him with (eye colour) he said "what now?" kurogiri said "well the mother has given all parental rights to you, but you can just give her back or give her up to an orphanage or leave her outside the hospital or police station" he looked at you thinking, you where whimpering the fact you were now hungry and just wanted the nice lady you'd seen briefly aka your mother, he said "no she could be useful in some way" kurogiri gave you to him, but he held his pinkies out and said "what the hell!" kurogiri said "you need to get to know your daughter, and know how to hold her" you were still unsure about this new man

Dabi

He was walking around bored out of his mind he needed something to do he was walking past a house and heard loud screaming of a baby, he looked and then shouting he went over to see what something in his gut told him to, he heard "SHUT UP YOU USELESS THING I'M GOING TO KILL YOU WANT THAT HUH WELL!" he peeked in to see a baby and a screaming man, the man screamed "IT'S YOUR FAULT YOU KILLED HER IF YOU'D DIED SHED STILL BE HERE!" he picked you up and went to throw you or something, but Dabi got you and gripped the man's neck, you whimpered and looked at him he looked he could see you weren't too old and also been abused, bruises a few cuts he looked where you'd been sleeping a draw that had flies around it, clear you'd been left in your own waste

The guy said "who the hell are you!?" Dabi narrowed his eyes and said "you're just like him aren't you" the man said "who the hell are you talking about? And let go of my daughter!" Dabi laughed and said "your daughter, a minute ago you called her a murderer and no doubt about to kill her, no child deserves abuse or what you were about to do" the man started shouting it scared you so you cried

Dabi decided to take you and kill the man, he set his body on fire picked what little you had and set the house on fire he said "I think I'll keep you huh" you touched his face where his scars where you cooed, he said "so not scared huh?" you didn't find him scary, after all, he didn't yell at you didn't leave you hungry you saw a blanket with a stuffed (favourite animal) head on and reached, he gave it to you he saw a name on it he read it out "(name) huh, so that's your name" you held it going to sleep so Dabi took you to his, he might not know much about raising kids but he had to be a hell of an improvement on that guy, later on, the news it reported about a house fire and how your birth father died and supposedly you to, besides it was for the best you were now a villains daughter and he didn't need any more ties to your old life

Overhaul

He was in this hospital in the lair he wanted someone he could use for his plan, he had found a girl who had a good quirk which if he mixed with his he could use it that mixed with Eri now there was a powerful idea, soon the doctor came out holding you and gave you to him he said "what about the mother?" the doctor said "she died because of complications" overhaul nodded and took you to his room, that had a small cot set up for you with a few things your mother had brought you, he had told her he didn't care if she stayed in your life or not

You were asleep not knowing what your father had planned for you, but the upside was you'd gain a big sister in Eri he watched you sleep soon you opened your eyes and looked at him, your eyes were a light gold with flakes of (eye colour) you had a small light pink hat on hiding your hair colour he had big plans for you very big plans

All for one

All for one was sat in his room he needed someone to be his heir, yes he had Tomura but he still needed someone else someone who is blood to him who could possibly take his quirk or something like that, that's when he got the idea to have a child or rather make one this child was going to be strong be his best creation ever, he first needed to find a woman who had a strong in both body and quirk after searching he found the perfect woman and extracted her DNA he wasn't about to leave this to chance, oh no he was personally going build you from your hair colour to height every single aspect he was going to create
