Helena Bertinelli descends unto Gotham with a vengeance; she has taken it upon herself to the be the city's executioner. With God on her side and a list of names, heads roll into the gutters and blood spills into the streets in her wake — nothing will stop her from taking her revenge.
Dick Grayson, Gotham's prodigal child, picks up on this mysterious vigilante's trail. None of the murders make sense and GCPD is going insane trying to figure out the reason behind them. Every time he finds himself getting closer to unmasking the culprit, his leads go cold — literally.
Their game of cat and mouse leads both of them to uncover a nefarious plot to overthrow all of Gotham's infamous crime bosses and initiate a turf war between them so that only one person remains after the dust settles.
Will Gotham's prodigal child and it's self-declared executioner be able to stop it in time?
