Starfleet Command had started to believe that something serious was up. So many different things were starting to go wrong. Many different alien races throughout the Alpha and Beta Quadrants were at war or just starting to come out of devastating wars since before 2409. Something had to be done and yet the true culprits behind the many conflicts were still unknown. Among the Klingons, the Federation, the Gorn, and even the Romulans Species 8472 had managed to capture and disguise themselves as high ranking officials and replace them within those different governments. Species 8472 didn't know it themselves but they too were under the control of some unknown alien race in another galaxy planning on returning to the Milky Way Galaxy and reclaiming what was once theirs until multiple races combined into a coalition and overthrown them way before Earth was even formed.

On Romulus after the death of Praetor Shinzon in 2379, the Romulan Star Empire had become fractured and the Romulans and Remans were becoming more and more hostile with each other. The Remans didn't want to be treated as lower class citizens or slaves within the empire anymore, they didn't want to mine dilithium on Remus for use in the construction of Romulan warships and they wanted at least a continent on Romulus that they could settle or a world of their own they could colonize. With the Romulan Empire fracturing and those loyal to Commander Donatra of the Imperial Romulan Warbird Valdore fleeing the empire and forming the Romulan Imperial State. Mean while, former Romulan Senator Tal'aura who assassinated the previous praetor and the rest of the senate for Shinzon became the new Praetor of Romulus not giving into the demands of the Remans a civil war was on the verge of breaking out.

Praetor Tal'aura decided it was time to set new decrees throughout the Romulan Star Empire that the newly formed Romulan Imperial State created by Donatra was an enemy to the entire Romulan Empire; especially since Donatra and the Imperial State were accepting aid from the United Federation of Planets. After the USS Enterprise NCC 1701-E was towed back to Earth for repairs to her badly damaged saucer section from when she crashed into the Scimitar Class Dreadnought the IRW Scimitar under the command of Praetor Shinzon, at that time the Romulan Star Empire requested a Federation envoy. This Federation envoy was sent to Romulus with a Task Force that was being led by the newly commissioned Luna-class USS Titan NCC 80102.
