In this fanfic, Izuku has a quirk it is called Super Soldier. It gives him Superhuman Strength, Speed, Agility, and Durability. In this story, he still gets one for all because he still has that heroic instinct.
He still goes through the 10 months of training at Dagobah but it takes him like 4 months to clean the beach so he gets to hero training faster with all might.
Without OFA he is like 20% of prime all might but after he gets it he is going to be able to handle 10% making his strength ten times his already monstrous strength.
