This story would be taking place as they are 18 years old instead of 15-16. They would be attending to the University of U.A. This story would most likely be an OC story due to the description of the character.

This idea could be placed in ABO (Omegaverse AU) or normal Canon MHA/BNHA settings.

"Breaking news: The famous Vigluate named Fire Reaper has finally been caught and surrendered themselves last night after being cornered by Pro heroes."

Midoriya Izuku and his classmates were watching the news where they showed the black hooded vigilante being escorted by heroes out from a laboratory.

"They finally catch them. They were just causing more trouble to the heroes." Momo speaks out her thoughts.

"I know what they were doing was illegal but you can't refuse to look at the good deeds they have done for our communities." Midoriya retorts softly. He has read multiple articles on them and came up against civilian tales with the vigilante.

This causes discussion to argue their thoughts on the matter about the gray line between being a hero and a villain which results in vigilantes to be born inside the University of U.A's dorms.

Meanwhile, inside a household where all the Todoroki had gathered together to discuss an important matter. It was unexpected big news for the family.

This news caused the second oldest son, Natsu to argue with Enji about the past.

"You cheated on mom! How could you above everything you had done to this family?!" Natsu yelled, out of anger.

"It was just one night." Enji doesn't even try to explain but it was just truly a one-night affair. Enji was sitting on the dining room table as his son was standing beside him.

It was barely twenty-four hours that he had found out that he has another kid from a different mother from the rest of his children. He isn't surprised at how his children are reacting to the news of having a half-sibling that they didn't know about, which could only be explained that he had an affair.

Fuyumi has no words to even explain the emotions going through her or react to the news. The youngest of the Todoroki, Shoto was just silent and watching his brother yelling at his father. Natsu was venting out his feelings at Enji who took it without any hesitation.

"Does she have any other family?" Fuyumi asks which made her older brother stop.

"Yes but not in Japan. She has been defending herself for the past 5 years here." Enji answered his daughter's question. He did a short investigation a few hours ago where the woman he slept with only to have found out. She was killed 5 years ago during a villain invasion. She was his side-kick years back.

"Why didn't she reach out to you?" Natsu calmly down seeing from a different point of view. His half-sibling had no one to lead on and had to do what she needed to do to survive.

Never having a stable home, and working to do illegal things such as robbery of other criminals.

"She didn't know either, but had suspiciou-." Enji was cut off by Shoto.

"She is still a criminal," Shouto states the truth despite being his half-sibling and can't overlook how many people you have injured with long-lasting consequences.

"Yes, but your principal and I manage to agree with the police department to lead her in the correct path. If she keeps herself out of trouble for the next 5 years, her sentences will be cleared. They would be supervised by an adult and will have ankle tracing bracelets. She is still young. She is your age, Shoto. She is nineteen." Enji explains.

Fuyumi was looking towards the backyard where she found her half-sibling. She was practicing their fighting positions and throwing kicks to punches into the air. Her red hair was messily braided reaching down to her waist with light blue tips on the bottom half through her hair.

"I know this is a bit unfair to ask, but you can refuse to do so. Fuyumi. Could you perhaps take her out to shop for clothes and anything else she needs?" Enji asked, clearly uncomfortable. Fuyumi's eyes widen.

"She seems to be more comfortable in the female presence than males. She reacts violently when she gets touched without any warning or permission" He admittedly and recalled how she reacted when he placed a hand on her shoulder.

A smaller hand engulf with a violet color flame to bust out from her palms as a warning with a narrow glare. Her palm was inches away from his face. She wasn't afraid to attack him, but her hands were trembling. She steps away from him before deactivating her quirk placing her hands back into her worn down jacket. The jacket had stitches as if every time it got rid. She snitched together.

He watches all of his children react filled with horror and thoughts about what could have happened to their half-sibling in the streets those 5 years.

"Was sh-."

"We don't know. We just know when she was forced to surrender yesterday. She tried to burn the nurse when they touched her off guard. She attacked multiple people who tried to touch her without any warning or permission. She hasn't spoken since surrendering themselves. That's all I know about her." Enji sighs heavily and runs his hand through his eyes in stress while watching the young girl doing push-ups.

He could tell from the scars on her body and muscle build-up. She has been training for a long time. She could be training as long as Shoto is.

"I will take her if she wants to go." Fuyumi states before opening the door and closing it loud enough for the girl training to notice.

Todoroki Shoto watches his sibling interacting with her silently. She seems like a harmless lamb but behind her appearance lays a wolf when angered. She could kill easily if she wanted to. He knows about her vigilante work leaving all criminals to be crippled with numerous broken bones or experience awful burns. He read her file while enter shipping with his father to catch her.

Even the victims of those criminals refused to reveal any details of the vigilant because she saved their lives.

The impact she has done is enormously caused a crowd to appear in front of the police station for her sentences to be cleared. They were holding up signs and protesting for her release. From all ages supporting her illegal activities.

She may not be defined as a hero in the eyes of the law, but to those people who have saved when heroes didn't come to save them. She steps in without any hesitation and rescues them.

She is a hero to their eyes.
