apologizes if this is trash. i usually do
glows on ibispaint x ! i was also rushing >:(

one. upload your photo in picsart and click 'brushes' and click the third option and whatever color you want.

two. now outline the person but don't do it too close to the edge or it would look weird. make sure the size is on 100. hit apply.

three. now click 'add photo' and select the same picture. cut it out and place it over the first one. i went back and outline it some more

play around with it till you get the result that you like :)
