"To be noted: The contents of the envelope are in an unknown code...."
Tintin always had a habit of keeping a mental tab of various bits of information when meeting someone, which was often unexpected...
He had one on all of the members of the Marlinspike household, one on his friends, such as Chang, and even one on his enemies such as Rastapopolus.
He assumed he picked up the habit during his early years of reporting. He was working for 'Le Petite Vingtième' at that time, which eventually he would leave and become freelance; having more freedom on what to report, as his newspaper was rather...religious, (as The Catholic Church had great power in Belgium.) and filled with various right-wing propaganda.
Tintin didn't really involve himself in politics, or really cared for the topic at all...It was the moment he was sent out to write a propaganda piece on 'Belgian-Congo' that he wanted to leave. He shivered at the thought of his past self; the casually racist quotes tattooed at the back of his head. (Not the memories he'd like to have on there...He'd like to remember that one time, with a girl-)
"I'd like to have that back, please.", The envelope was snatched out of his hand and slipped into the bag that was previously on the floor.
He muttered a 'right,' staring up at the boy (?) in front of him. Well, he didn't really know what gender the mysterious vigilante was, but they were in Breeches similar to his, so he assumed they were male...But, who knows! Men's clothing was "All the rage in 'The States' nowadays!"(He'd picked up the information in a bitter sort of state, as it covered up any 'real' news.)
It was strange, bizarre, really. They were strange, bizarre, really....
The mysterious male/female dresses in Male's clothing, but their gender is unknown. (It is to be noted that they have a feminine edge to their voice.) They carry around objects that would be seen in any reporter's bag, He would know, along with an envelope with documents written in code. Documents mention something about 'Arsène,' possibly a nod to fictional character 'Arsène Lupin.' There is no other further information.
The boy recited the information in his thoughts, pacing around. He subconsciously tugged on his bottom lip as he did so, the chatter of the now-disappearing crowd becoming white-noise.
Well, maybe he did have a possible lead after all.

Author's Section.
Before you ask, the title is a Sherlock Holmes reference. I've bought this wonderful leather-bound, complete edition and I'm reading it. I'm very invested !!
Anyhow, this is just a short break in the story, and I wanted to plot/build Tintin's character and lore (?) In this world. I dunno'.
