The sun is setting on Japan, and it's around 6 PM. A group of young boys in the park, including a certain greenete named Izuku Midoriya, nickname "Deku", and a blonde named Katsuki Bakugo, nickname "Kacchan". The boys were playing together with a ball and then Midoriya looked at the sun. The sun is going down, I should go back home. At this moment, Bakugo tossed the ball to Midoriya, who caught it despite being caught off guard. "Hey Kacchan.. it's getting late. I should be going home now." The greenete said before throwing the ball back to Bakugo and walking towards the park exit. "Whatever Deku." Bakugo had said in a harsh tone before going back to playing with the other boys.Midoriya came up very excited. He opened the unlocked door and exlcaimed, "Mommy, I'm back!" before a sweet lady with the same green hair came to the door. "Hello sweetie! Are you excited for tomorrow?" Deku shook his head up and down furiously, he just couldn't wait. Tomorrow, they'd be going to the doctor to find out what his quirk would be, as he never really tried to find it himself, because fire and floating objects isn't something you should be practicing in a small apartment. "Izuku, go get ready for bed while I prepare dinner", the green haired lady, named Inko Midoriya had said while walking towards the kitchen. "Okay mommy!" the small, 5 year old had said. With that, he walked to his room and began changing.
Soon enough, it was 8 pm. Midoriya headed to bed with lots of energy, but his mother would convince him to sleep so that tomorrow would arrive faster. To the dismay of the Midoriyas however, tomorrow would not be a good day.
Cut to tomorrow
"Sorry kid, it's not gonna happen." Izuku's biggest fear had just become real. He.. was quirkless. His dream of becoming a hero, were instantly shattered with just a few words from a doctor. He didn't know what to say, and his mother, sitting next to him was holding back tears. She knew that becoming a hero was his biggest aspiration, from all the memories of hours playing pretend hero with her son.
Outside this room, are a group of men. 5 of them. "Sir.. this is bad. We might have to pull back on this promising candidate." the one closest to the door had said. The one sitting down, in the center of the group stood and spoke. "Elaborate, Ram." The one closest to the door, named Ram spoke up again. "The boy is quirkless, sir." The others in the group had let out sighs of disappointment. The most promising boy in Japan for ISA had just turned out to be quirkless. Stakes, the one whom Ram called sir spoke up again. "I don't see the issue here. Quirkless or not we've been keeping an eye on this boy for a year. His physical capabilities are unknown to him, and his potential, if cultivated would mean he'd surpass the best of us here at ISA. Come now, let's wait at their apartment block's parking." "Yes sir." the others said in unison, following Stakes out the hospital.
Back home, Izuku was torn. He burst into tears even louder than in the car ride back. He just sat on the sofa. "..mom.. d-do you think.. I could b-be like him?" Izuku spoke softy, trembling with sorrow, as he gestured to an All Might poster. Inko slowly walked to the poor boy. Then began to weep. "I'm sorry Izuku." Later that night, Izuku would cry himself to sleep as his mother would sit on the couch close to the coffee table until there was a knock on the door. She slowly went up to the door and opened. There in front of her were 5, large, intimidating men wearing suits. "Hello ma'am, my name is Stakes. I have come to speak to you about your son." Inko reluctantly gestured them into her home, and ushered them into the living space. The 5 of them would sit down.
Inko began the conversation. "So.. what is it you wanted to discuss." Stakes hated this part of the process. Most parents would never consent, those with sanity anyway to what they would train their children to be. Most of the time, they would leave them alone, and just erase their memory. But for top priority picks like Izuku, the government would not allow them to slip away, so they would forcefully take the children at times. "Inko Midoriya, I work for the Government. The Japanese Armed Forces has a branch known as the Institution of Special Arms. In this Institution also named ISA, we train children to be assassins, to work alongside heroes in the shadows. We have taken special interest in your son." Inko sat there, she was shocked. So Stakes continued. "In ISA, we train the children in hand-to-hand combat, knife combat, gun control and tactics. Using these tactics, we, alongside the specially trained children that we recruit take down dangerous villain figures the heroes would have difficulty taking out without causing a ruckus. We understand that it is Izuku Midoriya's all time dream to be a hero. This is his once last chance to be this, even without a quirk, or any flashy titles." Inko finally garnered the stregnth to speak. "This... is a lot to take in. So you, the Government, want to take my son in to train him to kill highly wanted targets with bounties on their head..?" When put that way, it just makes it sound extremely cruel. Stakes replied. "Well.. yes, but we do not brainwash them into doing so. The children we recruit have full access to therapy to cope with any psychological issues they face. Parents are allowed to visit every so often, but must appoint in advance, as the children need all the time they can get for the training. The children are also supplied with teaching staff for normal school subjects, and we give them free will to do what they want off of training hours as long as it's allowed. We are like UA High, but these children are trained to do what the others cannot. Kill the target." Knowing this, she felt more calm about the situation. "If you will please.. I want to bring my son out." "Of course." Stakes replied.
