Nightmare
He won't hug back when your near someone or out in public. He will hug you back and sometimes even start cuddling with you when you guys are both alone.

Error
Because of his hephaphobia (idk how to spell that) he wants at least 2 really thick blankets in-between you and him. When that's done he will sometimes return the hug.

Cross
He isn't one to like hugs and like nightmare won't really hug back. He only really hugs you when your sad because he doesn't like when people feel down and will try and make you happy

Dust
He won't really care just as long as it's not when he's doing something important or talking to papyrus. When he isn't doing those things he will return the hug but pull away rather quickly stating that he likes the affection but has other things to do and murders to plot.

Killer
He is all about hugs. He will wrap his sweater around you and say how he would kill anyone for you. He loves when you hug him in public because he can show people your his.

Reaper(ok he isn't in nightmares gang but in my cannon he is so-)
Reaper will likely flit with you before letting you hug him. He does hug back and will stop whatever he's doing to hug you.

Horror
He will just be quiet. He won't know what to do at first but will softly hug you back making sure he's gentle and basically treats you like glass.

Cross chara
He will gladly return the hug even offering you some chocolate or candy if you like candy. He is never the one to let go and will sometimes hug you for several minutes if neither of you wanna let go first.
