Man, this is quite a tough one.
But honestly, I think you shouldn't reject either. Maybe try reasoning with your bro, ask if you can reschedule to a few hours after your date.
If you love him, really persuade him and ask to change the time in which you both plan on hanging out. And with the boy you like, try shortening the date to have more time with your twin bro.
Try talking to the guy who asked you out to see if you can cancel or change the time y'all are gonna have the date. If he is blunt about it, then he ain't worth it and you should cancel with him and just be with your brother.
