After Naruto had the Kyuubi no Kitsune sealed within him he was transformed into a fox because the Kyuubi feared what the villagers would do if they found out that she was sealed in the boy. She did this but not before telling the Third Hokage what she did and why. Hiruzen understanding her reasoning agrees and puts Naruto under the care of the Uchiha to help calm them knowing they held such a being in their care (So no Uchiha massacre).
