Sequel to The Azwan Chronicles. Gothag proposes a program to Belgar to bring groups of children to Azwan for education skills training so their home planet can end the cycle of decay, war and poverty. The ruler of Belgar sees it as an opportunity to avenge her father's death and the eventual conquering of Azwan.
