Raised by Weasleys

Fern Howard's parents were expelled from Hogwarts and sent to live as muggles in the US. When they had her they knew she was going to be a witch and decided to send her off at the age of five to live with their close friends, the Weasleys. When she turned eleven, sure enough, her letter arrived in the Weasleys mailbox along with Ron's asking her to attend Hogwarts that year.
