District Troubles

Theseus is known to be a famous vigilante in the outer districts where most heroes never patrolled, he gets furious when heroes only patroll there to catch vigilantes like him and not to fight crime and save his citizens,
what happens when he runs into a Top hero patrolling his district while figthing an armed robbery?
