A grotesque plauge

Gotham City, circa 2017. After the death of Batman, criminals and anarchists roam the streets with no plan, only ensuing chaos and unrest; even after a deal was made with the Blüdhaven and Woodsburrow police departments, there's little to naught that can end crime. One police officer, Blair Russell, has a fateful, though life-threatening encounter with a serial killer only known as Red Ghoul, a madman who's obsessed over psychology and the works of Johnathan Crane, AKA Scarecrow. While still experimenting and fighting his criminal urges, he attempts to manipulate people into giving themselves up or finding someone else, though Blair was given a new deal. The final points, his grand finale. Will Blair take him down successfully or will the Red Ghoul unleash his personal hell on Gotham, to spread across the globe
