So, there are many theories about Dabi's age. one says he's 26 and another 19. So, let's start with the thing that he is Todoroki. As far as we know, Endeavour-that piece of flaming shit was making kids until he made perfection, aka Shoto. Until that he made some kids. In one of the scenes Endeavour's kids are playing ball, while he is dragging Shoto somewhere. If the red haired guy is Dabi, then he may be either Natsou or Fuyumi's twin, because by his height he looks 12. It means he's either 19 oooor 21-22.
