HE LEARNED to control his new found powers slowly and carefully, not wanting to unnecessarily harm anyone else. It didn't exactly stop him from freezing a muggers arm or two every now and then when they tried to rob him. Which did earn a visit from Batman eventually which lead to something else and yeah now here he was. He wasn't a hero but he definitely wasn't a villain either. If you asked him he was just a guy with way too many issues.
MOST of them involving his father and mother that was still in cryofreeze . He accepted the fact long ago that his mother would likely never survive her illness. As hard as that was to admit. His father? Not so much, so they tended to but heads on that a lot. Plus the whole 'hey dad you accidentally gave me powers which resulted in my accidentally killing my best friend'. Yeah he still hasn't exactly forgiven his father for that, his powers under control now or not.

AS A CHILD life was good, it was happy. That was until his mother got sick and his father went crazy trying to figure out how to save her. In reality he lost both his parents the second his mother got sick. His mother tried to pay attention to him as much as she could but Nora was simply too weak, and spent most of the day asleep. Then his FATHER decided to try and cryogenically preserve her until he could find a cure for her illness.
But SOMETHING went wrong. Somehow something went wrong and it not only changed Victor Fries but his son as well. Victor had to make a suit to survive and Arlo? He had new powers be didn't understand. Everything he touched turned to ice including his best friend who he accidentally killed because of that. It was something that would haunt him for the rest of his life. So he learned.
