           A friend of mine told me that I didn't really explain what Help-elves are.
          
          Sooo,  Help-elves are elves(that look like human and can shift between human and elf appearance  ,  which is very unlike house-elves ) That help the Institute collect nomo-borns and nomo-raised {kids who are born to **human\ Normal person ** orr are raised by **human\ Normal person ** respectively }
