-If you want to vote, you have to read at least the first chapter of the book you want to vote for.

-If you want to vote for a certain book, vote/comment on the first chapter of their book, and each time you vote you have to vote and comment on a chapter of their book.
Ex. I read, voted, and commented on @igoogle1D's first chapter. Now I am eligible to vote for her book. I really like her book, so I want to vote three times. So, I have to vote and comment on her next two chapters.
