sure, though, does she treat them as slaves? or as people. because there would have to be some reason of conflict. like, if she treated people as slaves, or livestock or something then "heroes" and such who disagree with her have an understanding reason. if not, we'll have to come up with one.
She doesn't let her people be harmed but she hates heroes and wants to kill them while she still captures and protects worlds.
What if my character demonic a was a villain and a hero, she wants to keep her people safe but she wants to rule over them, also she acts like their queen and calls everyone her subjects.
