And the reason she’s considered not the best is because her damage is back loaded, unlike Hutao, Ayaka, Raiden where their damage is mainly front loaded or can be front loaded

Eula is not a cryo DPS. She is a physical DPS that focuses on dealing physical DMG not cryo DMG
