Metro City of Hades about size of entire NYC and other parts of America region nearby combine which their population can be very extremely larger than The Ark itself thanks to previous leader's cunning, street smarts, unity and innovation would led City of Hades became the most prosperous city and away from dangers of Heretics and Rapture due to natural barriers that surrounding their city but also their previous leader's policy that makes them very prosperous but also militarized as well.

Thanks to previous leader predictions about Peter's arrival with his summoning or system user skill from games that Peter very familiar with in his past, He may became next leader City of Hades, replacing previous leader whom passed away recently only few months before Peter's arrival in World of Nikke due to some sort tragic traffic accident by Goddess mistake. 

Peter also found fully functional very large city that still its peoples during prior and even after First Rapture Invasion, very mostly of them were desendant of prior First Rapture Invasion, thanks to city natural barrier that not only protects them completely but also the previous leader of once very grand large city that used his cunning ideas and innovations that make Raptures cannot find them even The Big 3 of the Ark put them in shame for centuries and also the previous leader had abilities to see future which is very rare in World of Nikke.
