Recruit drone pilots from flight, RC aeromodel and drone clubs as reserve personnel. This could be done easier as nowadays there are many people who own drones. These people could be easily train to operate drones operated by Cardonian military and law enforcement.
Reactivate f5 tiger as stop gap reserve warplanes until Rafale M and Gripen squadrons operational.
Repair and modify all captured T-72
MBT to T-72 B3M standard with new engine, transmission, fire control, thermal, night vision sights and explosive reactive armors.
Reverse engineer and modify scud balistic missiles to be able to put satellites in orbit and hit long range targets. Bigger missiles could be produced to serve this need.
Build more guided missile warships, frigate and destroyer with anti aircraft, anti ship & anti submarine capability.
Build more submarines and underwater drone.
Conscript and train sailors who lack of works or unemployed as naval reserve. Foreign sailors stranded during world transfer in Cardonia could also be conscripted and train as naval reserve personnel. This would give them jobs and income. Civilian ships could be armed for protection crewed by these reserve personnel.
