Oh and look here, for the part of democratically electing member to the soviet council, the Red Army will ensure that only the qualified to be part of the list for elections and also only the qualify citizen can go electing (yeah that’s like american summon, where is that part of electing new leader for louria where they decided only literate population can go elect), in the process of filter out ensure that it is transparent to the local population too.

@Hdzamar Yes, the Soviet Union has a active CATOBAR-type carriers currently in service—which is the Project 1143.7 Ulyanovsk: SN Ulyanovsk (1143.7), SN Yerevan (1143.8), and SN Kishinev (1143.9). Ulyanovsk (1995) and Yerevan (2007) were built at the Black Sea Shipyard, while Kishinev (2018) was built at Zaliv Shipyard.

            First, we should take a look of the brief history of OTL Russian Navy between 1990-2000. Since the dissolution of the Soviet Union in 1991, the Russian Navy, as the successor of the Soviet Navy, were reduced from its former glory by the Russian government at that time for a reason that were obviously a big problem: economic crisis and budget-cutting for the Russian militaries. This led to the Russian Navy (correct me if I'm wrong) not having maintained its ships properly, and ultimately led to not having conducted any large-scale exercise for more than a decade, it was only in August 12th of 2000 that the Russian Navy—specifically the Russian Northern Fleet—finally conducted its first large-scale exercise since the USSR's collapse, which the same day where the Kursk submarine disaster occured.
            
            
            In this timeline, with the new Zyuganov's government began implementing reform after reform for the Soviet state, and the Soviet Navy—with no unnecessary budget-cutting for the Soviet military and still maintained its ships properly—had already conduct several exercises involving the K-141 Kursk in 1990s, no exercise were planned or conducted by the Soviet Northern Fleet in August of 2000 due to the decree put in force by the government to hold any exercises in the coming future and began the modernization and inspection (inspecting things like the state of a ship, armies, ICBMs, etc) of the Soviet militaries—including the Soviet Navy, which led the Kursk dodging a bullet that was her demise.

Well, the Comecon are no longer exists even in my TL, as the organization's liquidation dated back on June 28 of 1991—which were two months earlier from the August Coup that saved the USSR—where in Budapest, the Comecon member such as Hungary, Bulgaria, Vietnam, Cuba, Mongolia, Poland,  Czechoslovakia and the USSR, signed the Protocol on the dissolution of the organization at the 46th meeting of the Comecon session. 
            
            The Comecon afterward was succeeded by the formation of BSICS, which comprised of Brazil, Soviet Union, India, China, and South Africa. This clearly became a sign that the USSR had abandoned its dream of world socialist revolution and were no longer supporting other nations based on socialist ideology, but now instead striving for the multipolar world.
            
            I forgot to remove the Comecon from the list of organization that the modern USSR were in.
