@LoveAmany In my opinion, this is how Hiruzen is portrayed in canon. Minato entrusted Naruto to Hiruzen's care, yet Hiruzen allowed everything that happened to Naruto. Some fans argue that Hiruzen either didn't know about Naruto's situation or wasn't responsible for it. I disagree. I believe Hiruzen knew what Naruto was going through, and that most of Naruto's suffering was ultimately Hiruzen's responsibility—both as the Hokage and as the person Minato personally trusted to look after his son.
The reason this isn't stated explicitly in canon is, in my view, because Naruto is a shonen series rather than a seinen one. Many of the darker implications are left for readers to infer instead of being directly addressed
