@StrongForEverlark I can tell you how to do it. I'm not sure if you use a Mobile device or a computer so here's how to do it for both just in case. LOL.  Hope this helps. 
          
          NOTE: Dedicating a chapter is only available on the WEB VERSION. You cannot do this from the app. Additionally, the chapter must be published before you can dedicate it.
          
          For Computer/Laptop:
          
          1. Open the chapter of the story you want to dedicate.
          2. Click the orange "Edit Part" button.
          3. Click the three dots in the upper-right corner.
          4. Select Add next to Dedicate.
          5. Type in the username of the person you want to dedicate the chapter to.
          6. Click Dedicate to confirm.
          7. Refresh Page & then click on "Publish Changes"
          
          For Mobile Device: 
          
          1. Switch to the full version of the site: Scroll to the bottom of your profile page and click "View Full Site".
          2. Open the story you want to dedicate, then tap "READ".
          3. In the top-left corner, tap the chapter dropdown to select the chapter you want to dedicate.
          4. Tap the pencil icon (next to the + and voting star).
          5. Tap the three dots in the upper-right corner.
          6. Select Add next to Dedicate.
          7. Type in the username you want to dedicate the chapter to.
          8. Tap Dedicate to confirm.
          9. Refresh Page & then tap on "Publish Changes"
          
          *To go back to Mobile Version---go to your profile page scroll to the bottom and tap on "Back To Mobile"
