I got it! :D on a computer, go to the arrow where you would pick wether to go to  'profile' 'your works' and so on, under the cover photo, there is an edit option, click that

@Iceblades305 do u mean me xD idk i didnt see that msg b4 and if u wanna make something ur cover photo for a story, on an ipad or iphone, tap and hold on the cover photo area and on a normal computer um....go to manage maybe? I use my ipad so im not sure
