It's just proposal for a Black Butler story. So imagine that any of the Phantomhive's servants were walking in the streets of London fishing up a few errands. On their way back to the manor, they overheard some people talking about an island that mysterious island full of creatures that shouldn't exist. This would eventually bring attention of Queen Victoria.
