Ok, so what happened was, the avengers are going around and saving people/ fighting huge battles (New York& Sokovia) and bunches of people don't survive the battles, but since what's going on with marvel agents of shield **slight spoiler** 
            People with powers are popping up and it's scaring the public half to death- Tonys side of the situation is people with powers need to register in the Mutant Registration Act, like the people with powers need to have an overseer to keep them in check so people like Bruce/Hulk damage capabilities doesn't break the planet
            Captains side is, anyone with powers who don't want to expose themselves as mutants or superpowers shouldn't have to, that they should have the freedom of privacy and come put with their mutation when they feel comfortable with it   

Probably Captain America. But I still need to get the whole picture.
