Quick disclaimer: I could be wrong, and this is devised with just my knowledge on DNA and genes.
            
            Okay so it depends on the dominant genes. Keith looks human, and was believed human for the first 18 or so years of his life, so obviously human DNA is stronger than Galran. Given the the Galra are an entirely different species, Keith shouldn't even be possible. That means that Galran and human DNA are compatible enough to produce offspring. Looking at other alien species in the Voltron universe, it appears that most are humanoid but others are not (Altean, Galran, Olkyrion, vs the people from the acid planet). We already know that Alteans and Galrans can reproduce, aka Lotor, and his generals which are half Galra half something. Going on the basis that Galran/other are the only hybrids shown in the show, I'm guessing that Galran DNA can pair with almost any other species in the universe. Then it's just a matter of which species has the dominant  DNA. Lotor looks fairly equal, whereas Axca and Zethrid look more Galran than Ezor and Narti. It's  the same for Keith. Human genes just happened to trump over the Galran ones. As for how the Garrison didn't notice it, it's possible that the human genes completely obliterated the Galran ones, considering that humans are "primitive" to the rest of the universe, so the Galran genes hadn't yet evolved to match well with human ones. However, I have no way to explain how Keith's hand turns purple in quintessence, other than it can obviously mess with biology somehow(Honerva to Haggar).
