Someone asked Alicealeen about the relationship between Qingyi and Naruto on your behalf, to avoid an abrupt change in lore.
And yes, it's confirmed that the person Naruto searches for in each life is Qingyi. They existed before the Aeons and went through several lives, sometimes meeting and sometimes not.
Below is the answer I saw from Alicealeen, which addresses your question about the Otsutsuki.
The Otsutsuki are the gardeners of the imaginary tree and the Quanta Sea, their homeland. They created it, if I remember correctly, so in the fic's hierarchy, the Otsutsuki are above the Aeons.

Both the Quantum Sea and the imaginary tree were "planted" by the Otsutsuki, as I stated, but they created them within the story, Alicealeen, from what I understand of some of the questions asked of Alicealeen.

@Kischur The Otsutsuki chakra exists everywhere, and they revive with just their chakra in Alicealeen's fic, so it's difficult to defeat them if that's the case. Also, if I remember correctly, the Naruto from "The Fox of Sixth Street" is the first Naruto to exist, or something like that is implied by something Alicealeen said in a comment. By the way, the idea I gave you about Vivian and Kurama is still valid. So, the Vivian in your reaction just took longer to try to ask for her savior's name, and that's why she missed her chance?
