For those who play Genshin Impact.
          
          I recently found a short video on YouTube regarding about rarities in Genshin doesn't make sense. The biggest the defender of this being Ningguang. She is basically the leader of Liyue Harbor, she has 3 5-star characters working for her; being Keqing, Yelan and Ganyu, she lead the attack on osial wife for the defense of Liyue, and finally in the genshin trailer she was the representative for the Liyue chapter while the other representative (that we know of) were 5-stars. 
          
          I know I might be late for this debate but am I the only who thinks that Ningguang should have been a 5-star from the beginning?
