LIGHT BULB! I think your story just gave me an idea for a MHA story that you or someone else would consider working on. You know how the flow of time is like a tree, with the whole concept of possibilities causing it to constantly branch off into different worlds? Well, how about something like that which links to a branch shortly after quirks first emerged, and an organization in a parallel world based off of A.R.M.O.R. (Alternate Reality Monitoring and Operational Response Agency) from Marvel comics, and has something very similar to the whole rayshifting thing in Chaldea from Fate/Grand Order?
