And secondly to give you an advice, I'd say... let it cook ヾ(⌐■_■)ノ♪
No, but seriously, jokes aside, it's the best advice I can give you. I don't really have a technique myself, I just... write. But whenever I have a story, where I only have vague ideas like certain scenes in the story that might happen, or how the story ends, but no idea how to get there, I usually just imagine it in my mind instead of writing. I'm actually currently doing this for some of my story. I know what happens in the middle and somewhere in the end, but the space in between is empty. So, I just pick up a random way to start a story. And then just it flow from there on. Like daily life. I imagine myself to be the MC, and continue 'living their life'. And whenever an idea pops in my mind, I write it down (Just a gist of it). Now once I have a few scenarios in my mind, I make a list of the probable number of chapters I want in my story and arrange the scenes chronologically. Once that's done, I just start writing and try to connects those scenes.
Now, as for the characters... yeah, that's hard for me too. Because I mostly write fanfics, I already know what my characters personality is like. I use that as a base and write. And if their personality deviates from that in my story then... so be it. But when it comes to writing OCs .... I've recently adopted a method where I write their name / or how they look as the heading, and then write down their habits, likes and dislikes, and pet peeves. Sometimes, I'll write down some behavioral traits, or habits as well. If I can come up with anything.
