Miraigakure takes place in the Land of Lightning. It's founder clan was the Jikan clan which my OC is the heir too. Miraigakure's main clan the Jikan's had other clans join them slowly as they gained more land. 

Since Kumogakure is also in the land of lightning and was founded by the first Raikage, they are both the largest villages in the Land of Lightning and have a rival relationship. Neither are begging to start wars, but they are always competing for different things.
