Well, because he is, but he's also part dragon (not just because he can breath fire, he is literally a turtle dragon hybrid thing) so it just seems like it would fit. Plus, I dont think the whole flying thing matters since he kinda can? Idk his magic is weird sometimes but he has other resources you could pull from.

@MylesDTate I believe people look at Bowser/Bowsette as a turtle. He is the Koopa King/Queen. Also maybe cause they don’t fly.
