Break up the word Racism. The suffix 'ism' means a system, so the word means 'a system of racists' or 'systematically being racist'. Blacks can't be systematically racist, because our system was never strong enough to be racist, and it most like will never be. In America, black people depend on the system. Meaning we don't have our own land, we borrow it from white people. We don't have our own farms, we just go to the stores to take care of most of our needs, which are all on a white man's land. We can build large cooperations, but they will still be on someone else's land, and they could take it away from you whenever they want to. Saying that black people can be racist, is a statement that exposes your privilege. When you have a privilege, it blinds you. It's constantly in your face, to the point where you cannot see the people below you. Can we not like someone because of their race? Hell yeah, that's called being prejudice. Can we form a hate group that specifically is terrorist group, towards any one who isn't black, that lives for generations? No. Only white people can do that. Can we form a group to support our communities, and protecting them from crooked cops? Nope! Because the system will either change laws, to the point where they can be easily broken so they can call us criminals, or just come sweep us off the street with a lead shower, or a give us a cell block number.
