@BIGGESTbo1 well this sounds like guerilla tactics. A recommend watching some videos regarding either the french or Bolshevik revolution as those are real life cases of you're trying to implement here. Ideally your characters should have a ideology to replace the empire. Ah, V for Vendetta is also good source of inspiration for such themes, an example of a failed revolution of sorts.
